The National Center on Advancing Person-Centered Practices and Systems (NCAPPS) is pleased to announce the next round of 10 states and territories that will be receiving 100 hours of technical assistance per year for the next two years, starting October 1, 2021:

- Puerto Rico - División de Servicios a las Personas con Discapacidad Intelectual
- Utah - Division of Services for People with Disabilities
- Virginia – Office of Recovery Services, Department of Behavioral Health and Developmental Services
NCAPPS is looking forward to supporting these teams to continue to engage in the critically important work of advancing person-centered thinking, planning, and practice.
NCAPPS technical assistance launched in the spring of 2019. With support from NCAPPS and subject matter experts, the first cohort of NCAPPS states have celebrated many achievements, including increased stakeholder engagement, strengthened staff competencies and training, greater leadership buy-in, and long-term sustainability of the progress they have made. NCAPPS prioritizes shared learning and is committed to translating technical assistance efforts into actionable tools that benefit the entire community. Technical assistance activities to date have resulted in the following products that are freely available to all:
- Five Competency Domains for Staff Who Facilitate Person-Centered Planning: This resource describes five skill areas, or domains, that facilitators should possess to support a fully person-centered planning process:
- Person-Centered Practices Self-Assessment: This self-assessment is designed to help leadership at human service agencies in states, tribes, and territories to measure their progress in developing a more person-centered system.
- Person-Centered Thinking, Planning, and Practice: Representative Examples of State Definitions: This environmental scan serves as a starting point for state, tribal, and territory human service agencies as they operationalize person-centered approaches in their local contexts.
- Engaging People Who Receive Services: A Best Practice Guide: This best practice guide is designed to assist human service systems to fully and effectively include people who receive services in system planning and improvement efforts.
- Toolkit for Stakeholder Asset Mapping: This toolkit contains a variety of resources – frequently asked questions, a glossary of terms, step-by-step instructions, facilitator tools, and example Asset Maps and Engagement Plans – to support human service agencies in their stakeholder engagement efforts.
- Person-Centered Planning Facilitation: Summary of Research and Findings: This overview of person-centered plan facilitation services explores the experience of states that have specifically included plan facilitators in their HCBS waivers, the circumstance under which the states deploy plan facilitators, the rates paid, and training requirements.
- Person-Centered Thinking, Planning, and Practice: A National Environmental Scan of Definitions and Principles: This resource is a national overview of person-centered principles across aging and disability systems, including mental health systems.
- Person-Centered Thinking, Planning, and Practice: A National Environmental Scan of Indicators: This resource is a national review of indicators that may be used to assess person-centered principles in aging and disability systems, including mental health systems.
- Person-Centered Thinking, Planning, and Practice: A National Environmental Scan of Foundational Resources and Approaches: This resource provides an annotated summary description of foundational resources and approaches for person-centered thinking, planning, and practice.
NCAPPS wants to connect states, tribes, and territories with information or assistance on person-centered practices. Additionally, NCAPPS invites all involved in or interested in person-centered systems change to attend their monthly webinar series, participate in upcoming Learning Collaboratives, and stay in touch through social media.
