ACL is pleased to announce the availability of approximately $3 million to continue to support the Elder Justice Innovation Grant program. The Elder Justice Innovation Grants program supports the development and advancement of knowledge and approaches in new and emerging issues related to elder justice and adult maltreatment prevention. ACL plans to award up to eight cooperative agreements to undertake a range of activities in response to this Notice of Funding Opportunity. Each project will be fully funded for 36 months with a 36-month budget of up to $500,000.
Despite recent investments, research on maltreatment of older adults and adults with disabilities is still sparse, especially related to effective evidence-based prevention, intervention, and remediation practices. Further research on the impacts of elder abuse on health and long-term care systems and costs of care is also needed. In FY25, ACL seeks applications that will implement and test adult maltreatment prevention or adult protective services intervention programs or initiatives that:
- Prevent adult maltreatment from occurring or prevent further harm by intervening early in a situation of adult maltreatment
- Measurably improve the outcomes of individuals experiencing, or at risk of experiencing, adult maltreatment. Examples of outcomes include:
- Reduce the number of adults experiencing or at risk of experiencing adult maltreatment.
- Preserve the autonomy, reduce harm, and lower the risk of recurrence for individuals experiencing abuse, neglect, and financial exploitation.
- Restore a healthy living situation for adults who have experienced abuse, neglect, or financial exploitation.
- Increase the well-being of those experiencing abuse, neglect, or financial exploitation.

The Elder Justice Innovation Grants program supports the development and advancement of knowledge and approaches about new and emerging issues related to elder justice. Since its inception in 2016, ACL has made 49 awards to address various topics of relevance that have contributed to the improvement of the field of adult maltreatment prevention and intervention at large and contributed to the evidence base of knowledge.
