ACL Awards $3M for National Technical Assistance Center for Kinship and Grandfamilies

October 27, 2026

ACL’s Administration on Aging is awarding a new cooperative agreement to Generations United to operate the National Technical Assistance Center for Kinship and Grandfamilies. The three-year award provides $1 million per year, for a total of $3 million, to strengthen the capacity of the national aging services network and other organizations to support kinship families and grandfamilies. The National Technical Assistance Center for Kinship and Grandfamilies is funded under Section 373 of the Older Americans Act of 1965, as amended.

The center will advance ACL’s caregiving strategic priority by increasing services available to grandfamilies and kinship families. Its work will support the health and well-being of caregivers, children, and parents and help implement the National Strategy to Support Family Caregivers by scaling replicable models that support grandfamilies and kinship families in their caregiving roles.

Through collaboration with subject matter experts, the center will provide technical assistance, resources, and training across the many systems that impact kinship and grandfamilies; foster peer-to-peer learning; and support planning for emergencies and disasters. The funding opportunity also calls for the center to strengthen coordination among aging, kinship, disability, child welfare, and tribal service systems and to develop and disseminate evidence-informed tools, resources, and best practices.

The center will work toward outcomes that include:

  • Measurable improvements in the ability of kinship families and grandfamilies to access the supports and services they need
  • Measurable increases in quality of life for kinship families and grandfamilies
  • Measurable, sustained increases in the replication of evidence-informed state, Tribal, and county models of cross-system collaboration that leverage existing community assets, address service gaps, and streamline services for kinship/grandfamilies
  • Measurable increases in the number of existing and new evidence-based, evidence-informed, and exemplary practices or programs in use nationwide
  • Measurable, sustained increases in the competency and capacity of states, territories, tribes and tribal organizations, nonprofits, and other community-based organizations to better serve and support kinship families and grandfamilies

The center also will provide individualized and group technical assistance to state units on aging, area agencies on aging, tribal organizations, Native Hawaiian organizations, urban Indian organizations, and nonprofit and community-based organizations serving kinship and grandfamilies. Training and education activities will include webinars, toolkits, learning collaboratives, peer exchanges, conference presentations, and written guidance and implementation resources.
