General Guidelines - ACL to process No-Cost Extensions for all FY2020 mandatory/formula grants active between March 31, 2021 and December 31, 2021
What is a No-Cost Extension?
A no-cost extension (NCE) allows a grantee to request additional time to extend the period of performance end date of a grant in order to complete the overall goals and performance outcomes originally proposed in the award funded by the Administration for Community Living.
ACL’s Implementation
On March 19, 2021, the Office of Management and Budget (OMB) issued M-21-20 - Promoting Public Trust in the Federal Government through Effective Implementation of the American Rescue Plan Act and Stewardship of the Taxpayer Resources. The U.S. Department of Health and Human Services (HHS), then, delegated the 12 flexibilities on March 23, 2021 to allow ACL the authority to grant the identified flexibilities to recipients as deemed appropriate and to the extent permitted by law. This guideline addresses the no-cost extensions flexibility only. Note: An additional email may be sent to grantees by individual ACL Program Offices providing further clarification and guidance.
Methodology used for Mandatory/Formula Grants:
ACL has made the decision to execute the no-cost extensions flexibility in M-21-20 to the mandatory/formula grants identified below. ACL will provide a one-time,12-month NCEs automatically, eliminating the need for individual grantee to request NCE from these grant programs. Starting in June 2021, ACL will review the Payment Management System (PMS) for each program and any mandatory/formula grant with an undrawn balance of $10 or more will be automatically granted a 12-month extension to the project period. A new notice of award will be issued reflecting the increased period of performance.
