About the Center for Management and Budget

The Center for Management and Budget (CMB) is responsible for improving the efficiency and effectiveness of ACL’s operations and providing administrative services supporting ACL’s programs.  The goal of CMB is to implement management and workforce practices that support the integrity and efficient operations of programs serving people with disabilities and older adults, therefore ensuring proper stewardship of taxpayers’ dollars.  CMB oversees ACL’s financial resources, grants, contracts, information technology and telecommunications, procurement and facilities services, personnel and human capital development, and internal control activities.  



Office of the Deputy Administrator for Management and Budget 

The Office of the Deputy Administrator for Management and Budget (ODAMB) directs and coordinates all administrative and resource management activities for ACL.  The DAMB serves as ACL's executive officer and chief financial officer and is the principal advisor and counselor to the ACL Administrator on all aspects of ACL’s internal management.  This office serves as the ACL liaison for all budget and administrative management matters to the HHS Office of the Assistant Secretary for Administration (ASA), the Office of the Assistant Secretary for Financial Resources (ASFR), the Office of the General Counsel (OGC), the Office of Inspector General (OIG), and the Office of Management and Budget (OMB).

Office of Administration and Personnel 

The Office of Administration and Personnel (OAP) provides support to ACL in the areas of human capital development, personnel, facilities, acquisitions, and other administrative services. OAP serves as the primary liaison to the HHS Program Support Center’s Division of Acquisition Management Services, which provides procurement services to ACL, and the HHS Staffing, Recruitment and Operations Center (SROC), which provides personnel support services.  



Office of Budget and Finance 

The Office of Budget and Finance supports the DAMB in fulfilling the ACL’s CFO responsibilities. The director serves as the Deputy Chief Financial Officer, Budget Officer, and Senior Travel Official. The director oversees and coordinates ACL’s budget formulation, budget execution, and financial management activities. The director further serves as the primary liaison with the Program Support Center’s Division of Financial Management Services, which provides accounting, auditing, and financial management services to ACL. 



Office of Grants Management 

The Office of Grants Management (OGM) serves as ACL’s focal point for the management, leadership and administration of grants, and cooperative agreements. The office ensures that all grant awards conform to applicable statutory, regulatory, and administrative policy requirements, both before and following award.  OGM liaises with appropriate ACL and HHS organizations to ensure consistency between discretionary and mandatory grant award activities, including the Program Support Center’s Division of Payment Management Services, which provides payment system services for grants.  



Office of Information Resources Management 

The Office of Information Resources Management (OIRM) oversees and coordinates the provision of information technology services for ACL.  OIRM serves as the primary liaison to the HHS Office of information Technology Infrastructure Operations, which provides management for maintenance and operation of ACL’s information technology systems infrastructure, including the LAN, personal computers, software, hosting, and support services.  The director of OIRM serves as ACL's chief information officer and privacy officer.
