The Center for Management and Budget (CMB) is responsible for providing efficient and effective administrative and operational services necessary to support the implementation of ACL’s programs. The goal of CMB is to implement management and workforce practices that support the integrity and efficient operations of programs serving people with disabilities and older adults and to ensure proper stewardship of taxpayers’ dollars. CMB oversees ACL’s financial resources, grants, contracts, information technology and telecommunications, procurement and facilities services, personnel and human capital development, and internal control activities. CMB’s responsibilities are accomplished through the following five offices:

Office of Administration and Personnel

Cory Gilbertson, Director

The Office of Administration and Personnel (OAP) manages ACL’s human capital and workforce administration activities, including staffing, recruitment, training, conference attendance, workforce and succession planning, time and attendance, employee engagement, and work/life programs. OAP also coordinates ACL’s acquisitions functions including all contract processing, Contract Officer Representative certification, and the purchase card program. Finally, OAP leads the facilities and space management, emergency and continuity of operations (COOP) planning.

Office of Budget and Finance

Nich Fox, Director

The Office of Budget and Finance (OBF) leads ACL’s budget formulation, budget execution, and financial management activities and is responsible for the development of ACL’s annual budget requests to the Department, Office of Management and Budget, and Congress. The office also oversees the management of travel operations, policy, and the travel card program for ACL. The director also coordinates closely with the HHS Program Support Center’s Division of Financial Management Services regarding accounting, auditing, and financial management services.

Office of Fiscal Operations

Phantane Sprowls, Director

The Office of Fiscal Operations (OFO) serves as the lead for ACL in managing and administering formula grants, single audits, and internal controls operations. The office ensures that all formula grant awards comply with statutory, regulatory, and administrative policy requirements for both pre- and post-award. OFO coordinates with relevant ACL and HHS organizations to maintain consistency in grant award processes, including liaising with the Program Support Center's Division of Payment Management Services (PMS), which handles payment services for grant programs. Additionally, OFO is responsible for resolving single audit findings and conducting improper payment reviews across all grant programs. The office also provides training and technical assistance and develops resources to strengthen grantees' capacity to effectively manage formula grants.

Office of Grants Management

Tanielle Chandler, Director

The Office of Grants Management (OGM) is responsible for the management and oversight of ACL’s discretionary grants portfolio. OGM oversees the administration of discretionary competitive grants and cooperative agreements, managing all phases from the initial posting of grant forecasts to closeout. Additionally, OGM is responsible for managing the submission, review, and awarding of Congressionally Directed Spending/Earmarks for ACL. This includes providing policy oversight; ensuring compliance with statutory, regulatory, and administrative policy requirements; and performing business review and cost/budget analysis for discretionary grants.

Office of Information Resources Management

Steven Verber, Director

The Office of Information Resources Management (OIRM) oversees and coordinates the provision of information technology services for ACL. OIRM serves as the primary liaison to the HHS Office of information Technology Infrastructure Operations, which provides management for maintenance and operation of ACL’s information technology systems infrastructure, including the LAN, personal computers, software, hosting, and support services. The director of OIRM serves as ACL's chief information officer and privacy officer.
