Updated ACL Public Access Plan Available

ACL published its Public Access Plan in February 2016. The purpose is to make available to the public peer-reviewed publications and scientific data arising from research funded in whole or part by ACL through the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR), to the extent feasible and permitted by law and available resources.

ACL has updated its Public Access Plan to include public access to scientific data component, and will begin implementing the new component October 1, 2017.

The ACL Public Access Plan is intended to:

  • Establish a mechanism for compliance with the OSTP public access policy;
  • Make published results of ACL/NIDILRR-funded research more readily accessible to the public;
  • Make scientific data collected through ACL/NIDILRR-funded research more readily accessible to the public; and
  • Increase the use of research results and scientific data to further advance scientific endeavors and other tangible applications.

Within ACL, NIDILRR works to generate new knowledge and promote its effective use to improve the abilities of individuals with disabilities to perform activities of their choice in the community; and to expand society's capacity to provide full opportunities and accommodations for people with disabilities. NIDILRR conducts its work through grants that support research and development.

Today, I did a submission to the NIH Manuscript Submission System on behalf of two PIs at the University of Wisconsin-Madison. The research resulting in that publication was done under an NIH grant and a NIDILRR grant. In doing the submission, I was able to easily note the NIH grant number but I could not find the NIDILRR grant number. When will the NIDILRR grant numbers be added or how should I acknowledge the grant number in a submission? Thank you in advance for your help!

Thank you for your recent inquiry through the ACL.gov web site about your attempt to list NIDILRR as a funding agency for a manuscript submitted to PubMed Central via the NIHMS.

The NIDILRR grant profile you were looking for is not available through the NIHMS because the first batch of grants that will be required to comply with ACL/NIDILRR public access requirements will be grants that NIDILRR will issue this year (normally with project start date of September 30, 2017)—not the existing or previous grants. The plan is prospective rather than retrospective.

We appreciate your trying to credit NIDILRR grant in your submission—thank you! However, at this time, for current or previous grants, we have to continue to rely on NIDILRR being mentioned in the acknowledgement section in the publication.
