Coronavirus Response & Relief Supplemental Appropriations Act of 2021
The Coronavirus Response & Relief Supplemental Appropriations Act, or CRRSA, became law in December 2020 as part of the Consolidated Appropriations Act of 2021. The Act directed $100 million to ACL programs to prevent, prepare for and response to coronavirus domestically and internationally, which shall be for activities authorized under Subtitle B of Title XX of the Social Security Act, with not less than $50 million for implementation of Section 2042(b) of the Social Security Act, also known as the Elder Justice Act. The following Elder Justice Act programs were funded: :
- $93.88M for Adult Protective Services
- $4M for Long-Term Care Ombudsmen

American Rescue Plan Act of 2021
The American Rescue Plan Act, or ARPA, became law in March 2021. The Act directed $276 million to ACL programs for implementation of the Elder Justice Act Section 2042(b) of Title XX of the Social Security Act [Pub. L. 74-271] [As Amended Through Pub. L. 115-123, Enacted February 9, 2018].
This table shows the amount of Federal Grants to Enhance State APS funds for year one of two (FY2021)., The American Rescue Plan Act also allocates $188 million for Elder Justice Act programs, including Adult Protective Services and the Long-Term Care Ombudsman Program, in fiscal year 2022.
One of the requirements for the release of the first year of ARPA funds was for state APS programs to develop a 3-5 year Operational Plan for how they would invest their combined year 1 and 2 ARPA allocations.
